The continued incidence of disease while mass vaccinations are being carried out calls for clarification. Have vaccinated animals been affected? The inclusion of the lab test ‘non-structural protein ELISA’ may indicate that such a phenomenon (disease in vaccinated animals) may have taken place or been suspected: antibodies to viral nonstructural proteins (NSPs) can be used as indicators of infection, irrespective of vaccination status.

foot and mouth disease FMD 口蹄疫 [新規] 発生
Khentii ヘンティー県 [南東はスフバータル県、東はドルノド県に接する。東に東部モンゴルのステップ地帯]
発生中心は 同県北東 Darkhan ダルハン郡(Soum, sum)の Bor-Undur ボル＝ウンドゥル市(Bor-Öndör 人口 8 510人 2006年 Wikipedia) から 35 km (Veterinary and Breeding Authority of Mongolia VBAM [モンゴル国 獣医および家畜育種局]発表)。

Out of 64 cows and 540 sheep and goats tested, 17 infected cows have been slaughtered and buried immediately.

モンゴル国 [南東] Sukhbaatar スフバータル県(province) スフバータル郡では、foot and mouth disease 口蹄疫 FMD の拡大が続き、日ごとに より深刻な状況となっている。同県内の多くの郡 [ソム sum, district この記事では countyを使用]で、すでに蔓延している。
スフバータル県(province)内の感染地域で[飼育している] 80 000頭の家畜のうち 5000頭超が FMDウイルスに感染したと確認された。
同省の emergency commission 緊急委員会は 18日間会議を招集したが、まだ効力はほとんどない。
FMDが益々深刻となっている主な理由は、[獣]医師や医薬品の不足、特にワクチンの acute shortage 深刻な不足である (epidemic prevision workers 疫学などによる流行分析予察官 ? の発言)。
モンゴル東部の Dornod ドルノド県 Matad 郡 [原文では Mata De County, Eastern Province of Mongolia]の Mongolian gazelle モウコガゼルによって、[隣県スフバータル県] スフバータル郡に FMDが流行したと、[不確実な情報から]臆測されている。

モンゴル国 大統領の 国家大会議 スピーチの一部
Mongolia's President, Elbegdorj Tsakhia, at the Mongolian Parliament, as cited by the daily UB Post of 26 Oct 2010. The speech included the following sentence:
"The eastern Mongolian steppe [東部モンゴル ステップ/大草原] is now being devastated by foot and mouth disease for 2 months in a row [2か月続けて、口蹄疫で打撃を受けている]. The cattle … is being killed and buried in thousands”.

しかし、OIE公式報告では 最終発生は 2010年9月11日の追跡調査報告 No.1 の地域であり、上記情報は確認されていない。

モンゴル国東部の口蹄疫 FMD対策のため、中国は 100 000回分のワクチンをモンゴルに無償提供するであろう (モンゴル国政府 [12 Oct 2010])。
現在の口蹄疫対策の努力では十分でない(が、第一線の県当局などは力不足の責任を負っている)と、副首相兼国家緊急委員会 委員長 Enkhbbold Miegombo 氏発言。
2010年10月1日までに、Sukhbaatar スフバータル県 および Dornod ドルノド県下の計 10郡 [ソム soum]で FMDが発生していたが、[11 Oct 2010] 16郡に増加した (モンゴル国当局)。
現在のところ、スフバータル県およびドルノド県 計 16郡 [ソム soum]の家畜動物 31 400頭のうち、20 550頭が FMDウイルスに感染し、20 346頭を殺処分した (chairman of Mongolia’s veterinary service & livestock breeding agency [モンゴル 国家獣医サービスおよび家畜育種改良局] 局長 Orgil氏)
東部の複数[2]県の 約 240万の家畜動物にワクチン接種を実施した。
家畜育種局 livestock breeding agency は他の諸国や各国際機関に援助を求め、FMDワクチンや他の必要物品を依頼した。数か国およびいくつかの国際機関は家畜伝染病に対抗するため、モンゴル国への手助けを約束した。
ロシア連邦はワクチン 600 000回分を適正価格で販売可能になったと、Orgil氏は語った。
